The Global Programme Group (GPG) works with the Firm’s leadership to shape the solutions required to meet the Firm’s strategy, and then delivers the emerging programmes and projects. The GPG is organised into a number of portfolios which map to the Firm’s global functional leads. The main portfolios are IT, Finance, Human Resources and Learning, Business Development, Knowledge and Information, Risk and Facilities.

The role of a Senior Project Manager within the GPG sits between the Project Manager, responsible for the delivery of a scoped project, and the Portfolio Manager, who owns a functional portfolio and is responsible for the shaping and delivery of a programme of work to support the function’s strategic objectives. In addition to the delivery of the full project lifecycle from inception to implementation, the Senior Project Manager is expected to take the lead in business case generation and the shaping of projects, working with the relevant functional leads and other members of the GPG and IT as directed by a Portfolio Manager. Typically the Senior Project Manager will deliver ‘higher value/higher impact’ projects, quantified in terms of their budget, risk profile, profile within the firm, change impact, size, complexity and/or interdependencies.

Role Description

An experienced Senior Project Manager is required to support the creation and delivery of a global programme of work to support the delivery of a New Digital Workspace for across all offices in the firm.

The scope of work includes

• The delivery of a new desktop (based on Windows 10 and Office 2013,
• Application packaging and testing, and the creation and delivery of user training,
• Upgrading key local infrastructure to support trusted corporate Wi-Fi – part of Wi-Fi delivery would include the upgrade of EOL equipment and the consolidation of the existing non-trusted and trusted LANs.

The individual should have strong communication and people management skills, and be able to demonstrate and report clearly across each office in the firm. The role will engage local offices through regional leads responsible for the local engagement. The role will report into the IT Programme Board and will implement the standard regional engagement model defined at Clifford Chance. This includes local stakeholder groups and local implementation boards which govern the impact to the local offices.

As part of the delivery, the programme is expected to implement:

• A review and update of the governance model,
• Ensure the issues management, reporting and escalation process is updated and current,
• Clear and effective stakeholder engagement and reporting is in place,
• Vendors are managed effectively and all issues are escalated and tracked,
• Local project plans are created, reviewed and tracked for dependencies
• Budget and finances are managed effectively across all regions

The programme is expected to delivery upgrades to each office, including the provision of new computing hardware within 14 months. In addition to the delivery of the solution, the support processes related to the desktop and application suites will need to be updates to match the new agile deployment method being established by Microsoft.

Key Accountabilities

1. Under the direction of the IT Portfolio Manager, lead the generation of business cases and project scoping activities, engaging with the functional leads and their management teams and the relevant internal suppliers (e.g. IT, Architecture Functional Analysts, HR);
2. Take responsibility for the delivery of the full project lifecycle from inception to implementation, focusing in particular on the realization of benefits as identified;
3. Ensure that all projects are delivered within a tolerated variance of the budget and timelines set and approved;
4. Manage the budget for projects within it, monitoring the expenditures and costs against delivered and realised benefits as the programme/ project progresses;
5. Ensure that all project/ programmes are managed to the quality agreed and according to the Clifford Chance delivery framework;
6. Define and deliver the required change management, ensuring that the requisite training and communication plans are in place;
7. Manage resources across programmes/ projects, both the Global Programme Group and inputs from supplier areas such as Procurement, HR and IT (and others as necessary);
8. Work with the GPG Portfolio Managers and other Project Managers to manage the dependencies and the interfaces between projects/ programmes risks to the programme’s successful outcome, and issues arising.
9. Liaise with the leads of the business as usual activities to appropriately prioritise projects versus business as usual;
10. Complete project reviews and reporting (including ensuring post project lessons learned and benefit realisation reviews are done);
11. Oversee the work of less experienced Project Managers, providing guidance and mentoring under the direction of the Portfolio Manager.

Skills & Experience

Managing Resources

Although there are no formal line management responsibilities, you must have the experience and credibility:

– Coach and mentor other Project Managers, in particular providing guidance based on experience of both project delivery and the Firm in general;
– Plan, prioritise and allocate resources and expenditure within the project to achieve agreed results within existing budgets;
– Monitor progress against budgets and re-deploy resources to meet changing demands;
– Promote the profile of the team internally across the Firm;
– Ensure collective experiences of best practice are captured and utilised to good effect.

Making Decisions

Guidance will be provided by the Portfolio Manager, but you are expected to:

– Consult with key stakeholders and negotiate between potentially conflicting interests in order to generate documented arguments that can support effective decision making;
– Collaborate with other decision makers on day-to-day project matters.
– Make decisions on the allocation of resources to project tasks that reflect the relative priorities of all projects and other business as usual activities within the portfolio;
– Use judgement to tailor project management activities appropriately for the scale of the project.

Organisational/Strategic thinking

You are expected to understand the function’s strategy and the environment in which it operates, and to keep up to date with market information and trends.

Communicating & Influencing

You must have strong communications skills, in order to be able to:

– Provide a range of information and advice in a coherent manner and on a proactive basis;
– Establish credibility by demonstrating an understanding of the audience’s needs and the nature of the information being shared;
– Influence situations through the provision of information and advice on straightforward as well as more challenging issues;

You are also expected to have strong change management skills and awareness, with the ability to be able to understand and effect minimum disruption to the business during project delivery.

Analytical Thought and Problem Solving

You are expected to take ownership for problem solving, and in particular:

– Generate options for problem resolution, clearly articulating the pros and cons of different options;
– Consult with stakeholders in identifying and developing potential options;
– Think creatively and laterally.


You are expected to:

– Articulate the scope and objectives of a project in order to gain commitment from the project team members and all impacted stakeholders;
– Demonstrate strong customer focus through clear recognition and understanding of the clients and their requirements at all times;
– Lead by example.

Professional Expertise


The role incumbent would preferably be degree educated with a Bachelors degree or equivalent, ideally in a science or math-based subject. Ideally, they would also be qualified in a recognised project methodology such as Prince2, PMI or PMBOK.


The role incumbent should have extensive project management experience and be able to demonstrate a proven background in project delivery, from building business cases that deliver measurable benefits and experience in minimizing the impact of delivery to the business, through to project closure. They are also likely to have had people management experience.

The role incumbent is likely to have come from another law firm or Professional Services environment where they would have been involved in the delivery of web based systems or legal systems/applications/infrastructure to end-users.
Ideally, this will have been done through the application of recognised methodologies (ideally Prince2) on a range of both technical and business projects of varying sizes. Client Focus
